This is true even in software. The big problem in software systems is how you develop, maintain, and redeploy them over time without having them fall apart, and a good system will often have quite literally hundreds of times more code for its test and deployment infrastructure than is in the working program itself. sqlite is a fine example; it has about 600x more lines of test code than are in the running system. Writing a hacked up prototype of something is fairly straightforward; building a maintainable system that can be developed, debugged, and deployed quickly takes vastly more effort.
Bigtime. Production at scale is 100X harder than making a prototype. There is no movie that illustrates this.
